Chappie Fox This guy who is trying to sell us rainbows, stardust and water dipped from the fountain of eternal youth -- haven't we've seen this man in the beat up brown Borsalino before? This is C. P. (Chappie) Fox, former director of the Circus World Museum at Baraboo and originator of those magnificent Schlitz Circus Parades that used to spill out on the streets of downtown Milwaukee every Fourth of July. Fox, 65, who now resides in Winter park, Florida, was in Milwaukee on a mission Thursday. He was here to help promote the Ringling Brothers and Barnum and Bailey Circus, which will open a four day stand at the Arena September 1 in its first appearance here since 1974.
