Japanese Foreign Minister Kiichi Miyazawa, demanded the return of the four islands Habomai, Shikotan, Kunashiri, and Etorofu off the northern tip of Japan Which were siezed by Russia at the end of the Pacific War as the major condition for concluding a peace treaty with the Soviet Union, he told visiting Soviet Minister Andrei Gromyko during their three-days negotiations in Tokyo. In reply Gromyko reiterated that the Soviet Union wants further discussions on the territorial issue,and remarked to Prime Minister Takeo Miki that the Soviet Union would have to reconsider its relations with Japan if Japan concludes a peace treaty with China.
