A Sweet Harbour: Tokyo Bay must be the sweetest bay in the world. Stranded helpless are 13 cargo ships, holds full of sugar waiting for a settlement of the sugar dispute between Australia and Japan. In 1974 Japanese sugar refiners jittery because of the 'oil shokku' entered into an agreement to by 600,000 tons of Queensland sugar per year for 5 years at a cost of $445 per ton. Since that time the price has dropped rastically and now Japanese refiners refuse to accept delivery on the grounds that a contract must be beneficial t both parties to be valid. Manwhile more ships are no their way to Tokyo and the bay looks destined to becone even sweeter and there is till no sign of a settlement in sight. Photo shows Sugar being transferred to a warehouse before the sugar crisis.
