Dr. David Owen the new Foreign Secretary calls on the Prime Minister ' Dr. David Owen the new Foreign Secretary who takes the place of Anthony Crosland who died last week, called on the Prime Minister Mr. Jim Callaghan at No. 10 Downing Street this morning. Dr. Owen, 38, is the youngest man to hold this major office since Anthony Eden in 1935, he was also 38. Photo Shows: Dr. David Owen seen leaving No. 10 on his way to the Foreign Office this morning.
