Dr. Rafael Bonnelly was proclaimed new President of the Dominican Republic and head of the seven-man Council of State of the Dominican Republic yesterday. Bonnelly was named leader after the deposed provisional ruling Council of State recaptured control from the junta installed earlier this week.
