Fred Ankenman - City Tax Assessor-Collector - Largest Tax payer Forks Over - City Tax Assessor-Collector Fred Ankenamn, left, receives a check for $2,013,735.48 from Henry Mudd, division manager of Southwestern Bell Telephone Co. Tuesday morning. The check included both City and Houston Independent School District tax payments. The telephone company, the city's largest taxpayer, paid $67,839.60 on the city tax "under protest." This amount represents taxes on land owned in the newly annexed area.
