In response to the new concept, Old Reliable "University" was founded in 1973 at Ft. Lewis, home of the 9th Division. "University" is put in quotes, said James H. Greenhalgh, the director, because it is an umbrella over programs and services made available by eight educational institutions. Under its shelter, everything from a high school diploma to a Ph.D can be earned.
