They are Rufus T. Fuller, 38, the local's secretary-treasurer for the past eight years; and Del Hadley, 53, a former three- term business representative who lost the post to Peter McCabe in a 1979 election upset.
Union observers see the election as strictly a head-to-head contest between Fuller and Hadley, although there is a third candidate. He is William L. Hiser, 56, a Tri-Met driver who entered the race only a week ago.
Although Hiser contends he will surprise many, he is not expected to siphon off many votes from either Fuller or Hadley. But his candidacy may prevent either of the two leaders from winning the required majority, thus forcing a runoff May 26.
