Shown are seven of the nine members of the railroad labor board authorized by Congress to settle railroad wage disputes at the board's first session in Washington. Seated, left to right, are William L. Park, Chicago; J.H. Elliot, Dallas, Texas; Henry T. Hunt; Horace Baker; and James J. Forrester, all of Cincinnati. Standing, are G. Wallace W. Hanger, Washington, and Albert Phillips, Sacramento, California. The other two members did not reach Washington in time to attend the first meeting.
