Chief of Staff General Charles P. Summerall awarding the General McArthur Medal to Dexter French for being the best soldier at the Citizens Military Training Camp at Fort Nyer, Va., during his tour of inspection there. In the center of the picture between French and Gen. Summerall is E.J. St. Jacques, Commander of the Equality Post of the American Legion of Washington. On the extreme right is Col. G.V. Henry, Commandant of Fort Myer.
