Caption: Outside the White House Thursday a small crowd paced nervously, some waiting for the regular tour and others just standing by the wrought iron fence. Clusters of people gather on the sidewalk outside the White House and across the street in Lafayette Park in the rain Thursday. This was the scene as indications upon indications that Richard M. Nixon would become the first American president in history to resign his office.
